The 'Mechanic's bike' version 2

Version 1 was stolen years ago. Very long story but if you scroll back to maybe 2007 on this blog you will see a similar frame and fork but with a rear rack that could tow two bikes. Somewhere version 1 is lurking but there's little chance if it coming back after so many years. This updated version should be a good replacement.
